Environment Directorate of Skikda Province
Our Story
The Directorate of the Environment of the Wilaya of Skikda was established by Executive Decree No. 96/60 dated January 27, 1996, which included the creation of an Environmental Inspectorate in the Wilaya, which defined it in Article 02 thereof as follows:
The Directorate of Environment is the main state body responsible for monitoring the implementation of laws and regulations related to or connected with environmental protection, and in this capacity it is tasked with the following:
- It conceives and implements, in conjunction with other agencies at the state, provincial and municipal levels, a program for the protection of the environment throughout the entire territory of the province.
- Issuing the licenses, permits and visas stipulated in the legislation and regulations in force in the field of the environment.
- All necessary measures are proposed to improve the legislative and regulatory arrangements related to environmental protection.
- In conjunction with other state agencies, measures are taken to prevent and combat all forms of environmental degradation, particularly pollution, damage, desertification, soil erosion, and to preserve and develop biodiversity, maintain and enhance fisheries resources, and promote horticultural activity.
- Promoting media and quality education in the field of environment.
- It takes or assigns to those who take measures aimed at improving the framework and quality of life.
Thus, the provincial inspectorate was installed in 1997, run by a provincial environmental inspector, and began to perform its tasks as defined in the above executive decree. At the end of 2003, the above executive decree was amended, so that the provincial environmental inspectorate became called the provincial environmental directorate, run by a provincial director, pursuant to Executive Decree No. 494/03 dated 12/17/2003, amending and supplementing Executive Decree No. 60/96 dated 01/07/1996, which included the establishment of the provincial environmental inspectorate.
According to the joint ministerial decision dated 05/28/2007, which includes the organization of the state environment directorates, in 2013 the organizational structure of the Jijel State Environment Directorate, consisting of 05 departments, was put into effect:
- The interest in preserving biodiversity and ecosystems.
It is responsible for inventorying and assessing the various ecosystems and natural sites that must be protected, and for monitoring the implementation of intervention measures and coastal management.
- Urban and Industrial Environment Authority.
It is responsible for monitoring and evaluating studies, overseeing treatment and pollution removal facilities in urban areas, and promoting the recovery and valorization of household and similar solid waste. It is also responsible for taking and monitoring measures aimed at preventing pollution and industrial damage, implementing regulations related to classified facilities, monitoring treatment and pollution removal facilities in industrial areas, and promoting the recovery of special waste.
- Environmental Awareness, Information and Education Department.
He was tasked with implementing the program related to awareness, communication, media and environmental education.
- Regulation and Licensing Department.
It is tasked with studying and following up on disputes in which the sector is a party, and implementing the procedures for studying and summarizing the impact on the environment.
- Department of Administration and Resources.
He is responsible for managing users, resources, accounting, and budget.
